Actually they can. It's rather easy on PC to simply block all traffic for a few seconds then re-enable (Most firewall software can do this).
For iOS, one solution is to walk out of range of the WiFi temporarily. The further away you are, the more packet loss you will have which, in turn, can result in higher latency since it takes a lot longer for a ping to come and go.

True, but where is the actual "server" located? If it's in Europe, US players should be the ones delaying, not Aussie, ect. And, vice versa.
