To get a server, first off you need to purchase Developer Gold found at the bottom of this page: http://www.graalonline.com/playerworlds/stores/upgrade

Once done, as said above, you will need developers. Basic developer tools can be found when you open a new graal client. Start > Install Packages > and you'll see from there.
