Two possibilities, you're very very lagging, which is why we have added this system to players like you would not spam 3 PBPs in less then a sec.
Other possibility is that they probably dodged that while you're lagging.
Your upload rate > then download rate = you may see them normally, but they se enough lagging.

Its kind of hard to miss when im in bh and i fire constantly at them with a souizen from almost directly infront of them, out of 4-5 hits i see from the bullet touching them and dissapearing, only 1, sometimes 2 register then they just run away and eat food.
You can't exacly sit there and try to tell myself and everyone else here we're wrong when we're the people who actually play the game. It's not lag, its the hit timer, maybe if you based yourself you'd realise this
