Sylvia has a right to intrude. The core team (specifically the Administrators of each branch) needs constant communication and coordination with each other for the better of the server.

Communication and intruding are two different things. She tells other leaders of departments HOW to do their job when she has no right to do so. She also complained because people had in their status "head of blahblah" when prince made new categories for his department. If it was just communication, I don't think the staff members would be complaining about her behind her back or towards her face.
