They spawn randomly I think. But on the bright side every crab spawns with a shell that you dig up.

I think you've misinterpreted that bright side of yours. Also yep, this is annoying and ridiculous. Players were probably making too much money and stefan was getting annoyed I bet.#graalconspiracy
