All devs would have to do would be to change the image of the "Egg Shots" and allow for it to be an item.

I really don't think that's all they have to do. The script for egg shot allows it to go over land and water. That would need to be edited a lot and they would need to make a complete new image of a boat. Next, they will have to get the lat to come up with a good idea and a good level to sell it in.
