Why not just make the riot shield another weapon seprate from ksg--> refund 25% of ksg to players who purchased it and remove shield from it ? i personally would mcuh rather have a riot shield that works than a riot shield for decoration.

25%? Dude no! More like return 75% of the gralats the reason people baught the KSG was because of its Riot Shield to stop bullets hitting you whilst basing, if it wasn't for the shield the KSG is worse then the 1.2k shotgun at any Gun shop :/
