Remove the zones, make another tower that is designed for just PK but there's no flag and the tower can't be captured.
Make swamp non-PK? And why can't there be a set timer (perhaps 15 seconds) so the gralat farmer can actually take his gralats without being pked or gralats stolen.

Whhhat? These two things have nothing to do with eachother.
A fake tower just for PK? No. There doesnt need to be a SET place for PKing (however believe it or not there already is: the PK Zone! but no one uses it)
Why on earth would you make swamp non-pk? Balamb has grass and nonpk, go there.
OT: To you people who claim farming rate was decreased in the past: no, the rate has always been 20%, farming with other players on your screen increases this rate, bu this rule was removed for a 1yr period and is back. That is why you think it decreased.
OP: no. Most public farms can only hold ~5 people max for row farming. Making a broadcast and having several hundred people rush into a public farm because adiams told them to? no.
