PS: Get a QSS as Kha vs. Veigar and you will 100-0 him, but by the time you can afford it you'll likely be out of the laning phase. IDK if I'd build a Hexdrinker against him because he'll probably burst right through it if he manages to pin you down. QSS can build into Mercurial which carries the magic resist, active effect, and adds the AD that Kha needs. I don't find it very difficult to play as Kat against a Veigar, either. You can pretty safely E out of his cage if they're bad.

Hexdrinker will absorb up to 250 of the burst he does, plus it gives you 25 MR for further survive-ability and some ad. It's also super cheap, unlike QSS which is way out of the way for your build(you'll do little damage)
IMO you don't need any more early MR or a QSS against him unless he's fed or the enemy has even more cc you need to worry about. Mercs is a better option than QSS since it gives you mobility and also reduces the duration of the stun as well as others retroactively, and people build it on him normally.
I don't play kha but I'd say get an early hexdrinker and maybe mercs, and then you can go into your standard ad build after that. Don't bother upgrading into maw until your last item unless they have a lot of magic damage on their team.
Also if you ever do get QSS, never upgrade it into scimitar unless it's your final item; it's extremely gold-inefficient, and just provides a little extra damage. It will not help you as much as other items.
