I think besides the leader, there should be 6 perm spots. 2 for American timezones, 2 for Euro timezones, and 2 for Aussie/Asian timezones. It forms an effective lead force so that there's likely to be at least one lead online. This also makes it so that there's enough room for other members. Perm spots shouldn't be given out lightly. The leader shouldn't just be automatically giving perm spots to friends or people with a lot of pks. Members need to prove that they are worthy of perm by being loyal, always helping their guild at fort, and being mature. But nobody has to stay a perm forever. If they have a streak of abusing their powers or not helping anymore, they should be removed from their position.
And to answer your second question: I see why someone new to towering might get butthurt. But any experienced towerer should know not to complain about it. I do understand why perms would hate it though. Besides having powers, perms are also supposed to stay in the main guild even when offline. If they get kicked it means 2 things. 1: They can't lead until they get their tag and powers back. 2: One of the other perms has probably been abusing their powers and should be kicked.
