There is a fixed list of what can be given out, usually just hats made by staff. Though I agree with you, hats with numbers e.g hat72.png should not be given out, as well as older ones.

I had some awesome white sharp wings given out in an exclusive two round Rambo back in February, next thing I know Bensor (who wasn't even around then) decides he can give it out in events now. Honestly there needs to be a line drawn here.

but there would have to be a few exceptions, like Holliday hats and common event hats.
