Just a couple ideas I thought i would put out here for your enjoyment.

2-pk police: The top 5-10 ppl on the weekly pk list would be given a badge that would make them GP deputies for the following week. It would give them the ability to pk anyone any where on the map(there would be an endless supply of idlers to pk in graal city). I would suggest doing it as a month long trail period at first to see how it goes.[/LIST]
