I dont get the negativity about empty areas. In EVERY mmo there are always areas that aren't constantly populated.
If they want there to be constant activity in every area they might as well confine everyone to Graal City. Or it could just be a ploy to keep a closer eye on players, which imo is just lazy.

In every MMO, they have servers that are more then they need to have. Which means in some servers of course there will be areas that aren't populated.
