A way to avoid this would be= if you borrow 1k gralats and don't pay back. You get jailed for 100 days hehe. Strict laws for iEra, more people in jail.

"Oh darn I forgot to paw off my loan, so i'm jailed for 100 days."
not to mention that a day is 24 hours.
So you would effectively jail half the population of iEra for about 2400 hours.
Good plan.
