The only way you can really get it anymore is if the manufacturer lets you customize your laptop online. I know gaming laptops like ASUS RoG and Alienware still let you get it.
Most online retailers let you filter results by OS as well so that should help. But no you're not going to find Windows 7 preinstalled in stores anymore.
