Looking at it now, AP Garen could work on different levels.

A Rylai's applying slow could make a Liandry's Torment do tremendous damage stacking onto his E(if you max that out first). Sunfire cape can also be of some damage, Lich bane could work because you have the passive, and some lovely Movement Speed. Could also get a morellonomicon and a spirit of the elder lizard.

Don't bother with this, just pure speculations.
