In the place with the swimming room to find out what it is open spoiler Spoiler In the location with the fish in the water its a very short quest which you buy a fish from the toll guy beside the bridge for 500 gralats take it back to the location for the fish pull it out a zorbi will come up and take it then give you a key to open the chest. You will receive flippers that can be used to go underwater.
