Not exactly much we can do about it to be honest. If you want to spend £45 or whatever it costs these days to purchase a server for other developers then go for it. Otherwise, he can scout around UC servers and apply for a scripting position there and practice all he wants.

It's a lot easier to just use TestBed rather than look for server owners who will let you practice on their server. If testbed still existed I'm sure myself and other would be a lot more encouraged to try development.
