Nothing wrong with staff helping other departments. Pretty sure when I was hired I helped in any department I could. Gfx, patrol, basic scripting etc.

Staff can still do that, at least as much as I know. When I was GFX Staff, I did a bit of ZP. Of course, I had to get the GP Tool powers, but even without them, any staff can answer some questions.
