This quote allows admins to make up game rules when they seem fit. So essentially the game rules can change and are at the discretion of the highest admin of the server. So this rule allows izones rules to be whatever the manager wants. They also don't have to tell you what they are either. They should but its not required.

There are technically no rules though since there not written down, its all made up and any admin can make up some absurd rule whenever they feel like it and enforce it. A great example is spar boosting in era. Theres no clear line if its legal or not, because it wasn't written down.
