Yes, all events should have a sign in the lobby and at the starting area for the event that explains how to play, and some of the things you cant do. Some events have some rules up to the host though. An example being combustion, it is up to the staff whether you can use healing items in the event and it will be said whether you can or cant at the start. As for outside of events its all common sense and if you dont realize you aren't allowed to do something you will receive a warning that doesn't go on your record.
