Technically true. If you upgrade more than ~4-5 parts on a computer, Windows will stop working since it thinks it is a new computer(aka not licensed).
Assuming your computer is overall crap(RAM, CPU, GPU), it may be risky to upgrade everything. Might want to go with a new build. But if you already have at least 4 GB of ram and a 2.5 GHZ dual core+ processor, simply putting in a video card/better power supply may work.

Dual core processer @ 2.5 GHz and 4 GB RAM? Check, check, and check. I quite literally meet almost exactly those specs, so I doubt I could just plug in a super good gpu and go. But still, my processer is 2.93GHz, and I have 4 GB ram, so what do you think I can do about adding a gpu? Also, is there any special stuff I need to do to switch from my intergrated chip to a GPU?
