Hit timer: the opponent can 'absorb' your bullets without taking any damage. Take example of a Pbp shotgun- it has stacked damage.
No hit timer: Go to underground spar. You'll see people spamming guns at each other the same time and both takes damage. Even if you're lagging, any bullet touches you is consider a hit.

Oh so it's like every bullet counts. Why have places with hit timer and other places with none? Just make everywhere have no hit timer.
