Graal is not technically pay2win as there are alternatives to making money, you don't have to spend the money. Graal is more of a pay if you don't want to work for your money game.
An example of pay2win would be a game that offers tokens that can only be bought with real life currency. These tokens can then be exchanged for in game items that would give you a big advantage in the game. These items could only be bought with the tokens.
TLTR: Graal is not pay2win because there are alternates to making money other then forking out real life money.
