sure it does. u gamble ur money to play rps.. u win u double up. u lose, u lose.. tie u keep ur money. thats exactly gambling
and to add, they enourage gambling by giving hats if u win, along with ur money

But it's not classic gambling. People don't are about an innocent Rock Paper Scissors game, but when you add Poker and casino stuff, parents won't let their kids play. I know my mom certainly wouldn't like it.
