It is not device specific... i have an ipod and i have the same problem.
Its not the same kind of freeze lag where your screen freezes and you can move around freely (everyone else sees you frozen running in place and then randomly warp to your current spot); this freeze freezes your screen and you cannot move (everyone else sees you freeze for a second and then continue right where you were).

So, no, its not exactly lag i dont think; it is a client problem, but not only androids. The only thing that i can think of is a sudden halt in fps.
