You're running Mild over Modest (should actually use Timid) because you have physical attacks (for whatever reason), and that makes you a hell of a lot more frail. There are very, very few cases in which Pokemon actually have to do this to cover its own weaknesses, some instances of worthwhile cases being specialized mixed attackers (Aegislash, Infernape, Thundurus-I, Kyurem-B), Genesect, Hydreigon, and maybe Garchomp and Tyranitar. You have teammates for a reason, use them.

Don't try to grind out the most coverage possible on one Pokemon, especially not mixing physical and special on a Pokemon with a MUCH higher special stat and a fairly mediocre attack stat. What does Aqua Tail cover that Surf or Water Spout doesn't? Goodra and Blissey? They're going to wall the hell out of you either way.

And using Kyogre without Water Spout and Scarf or Specs is like using Talonflame without Gale Wings and Brave Bird.
