The idea of a bunch of spawners being scattered around the world is actually pretty neat. However, spawning items randomly around the overworld isn't necessarily the easiest thing to do. More importantly, spawning them in accessible areas is very difficult, see Easter Eggs for examples of this flaw. If you need 64 players in an event, it may need to spawn quite a lot of "warpers" to ensure that enough are actually reliably accessible to the players. There's also the issue of players not knowing what they actually are(ie new players who didn't see the announcement) and picking them up anyways.
On the otherhand, the issue I see with players wanting the events system "fixed" is that the ones who tend to complain are the players who can't reliably get into events anymore. What exactly makes a player feel they are more deserving to enjoy an event than another player?

I was going under the impression that random item dropping was scripts that could be migrated from past events (like the easter egg hunt) so it would just be a matter of migrating that system and then changing the properties of picking them up.
With the issue you posted about new players not knowing what they are getting into- I can only speak for myself here, but as a new player that would be a pretty dope thing to find once I randomly pick up something off of the street. Sort of like the random events in old runescape. I think it would add a neat sense of exploration and adventure but I am sure there are some who would get irritated by this as well.
