Im saying in theory. Im not saying this is how it will play out. Nothing ever plays out by theory. Communism is a good example. Another good one is railgun vs rippers in ranged combat in zone. In theory rippers will win, since they kill faster. but in reality railgun will probably win because it is designed for long range open field combat and is more effeciant at it unlike the rippers that are ment for closed close quarters fights.
So you could increase the freeze of one gun and make it do super damage with slow shots. Thus making it a very high risk high reward. Or have the repeater that has lowish freeze thus more mobility at this cost you have a lower damage output and more bullets to kill one person.
