Imprint makes levels, coco makes graphics, someone makes ganis, and fp4 makes them work in-game. I guess our definitions of developing the actual content are different.

Content can't be made without scripting. The effort and time that went into flippers/diving/looting was about 10% graphics/ganis and 90% scripting.
The difference is that scripting is the sort of thing players don't see the effect of first-hand. They see new levels, they see graphics, they see ganis... but they don't see scripts. They just see what the effects of scripting. Here, this guy says it best:
