You can't try to define what is development and use the term development in the same sentence.
What do you consider "content developed by other people?" The graphics? Why do graphics count as content and not scripts? With almost all content that gets released there is a huge scripted infrastructure churning the gears and allowing that content to actually be played. In the case of Graal, where the development force is thin and stretched it is not uncommon for scripters to have to partake in actual design and concepts. Even if they didn't do much design or planning for the actual content, neither do most of the graphics staff.

I think you misunderstood me, by develop I mean develop the actual content, as in coming up with that specific idea. Yes, they script content which is technically "developing", but they don't actually make the content themselves.
