Why are you able to message your friends on Graal? Because the programmers developed a system that would allow users to connect with one another through PM's and other means.
Why are you able to farm and get Gralats, or do that Pyrat Quest for 1,000 gralats daily? Because the programmers developed both of these systems for the game.
They developed the skeleton of how the game runs and the different functions you can do in that game, the graphics artists and such bring that skeleton to life, making it a complete thing.

The language is already created, what they do is use that language to make things work in game. If you want a baddy to drop an item once it's killed wouldn't it be a similar script on all servers?

You can't try to define what is development and use the term development in the same sentence.

I think this is the point the guy in my link was addressing. He believed that the term "game developer" was too broad and lead to confusion. He even suggested changing it to "game creator" and gives his thoughts on why programmers shouldn't be called developers.
