Found this really good glitch...

Go onto FB server on your main account, log out of main account onto a noob one, get party hat on the noob one, log into main account. You get the party hat you received on your noob account, you can keep doing this.
Got 5 so far.

Actually, just keep re-installing the app and identifying with Facebook, it transfers the hat each time.
