The problem for them is that they have the so-called Night and Day Shifts.
Not all people can be open to base 24/7 right? So that's why they don't want to reduce, so while having their sleep, someone would base for them.

oh we'll have 5from usa 5europe 5china/asia
(rarely seen this tbh they're all from mostly usa-playing 24/7)
and still use rest for a recycling noob system..that works wonders to keep players online/keep going.
Put it this way if this was done from start 3/4 of players would be still trying to get to a 'big squad goal' and probably wouldn't be as bored.
