Blocking and kicking is not extreme, its average. Of course members are easily distracted but its not the end of the world if you lose one tower that you can get back. Talking and having fun is what a guild is about, taking away the right to talk in a guild is like telling someone you don't like them. We were doing fine with towers and guilds the way it is now, and some leaders make rules like "Kick spammers, do not block members unless needed". Also if someone says "Flag" and theres 10 other messages blocking it, theres also the option of going through the pm's faster. One more thing to point out, you say the member could be easily distracted when the leader just sits around half of the time and PM's people or just hops right offline cuz their too lazy, im not saying all leaders do it, but some do.

People making up rules is all good. The amount of work that entails would be less if there were methods of controlling things (like a mute button) without 'hard' options like block/kicking people.
As to 'going through messages faster' they do not have guild chat history available to go through like private message chat, and that can lead to a problem with knowing what other folks have said if there's something significant that was sent at message 2 of 20.
And as to attempting personal slights about 'leaders sitting around half the time or hops offline cuz they're lazy' - no one really cares what individual leads choose to do. This thread is about making the gameplay experience of running and managing a guild more streamlined and less of a headache... unless I'm in the wrong thread.
