I think it only works on a computer. I'm not positive though because I haven't done it for a while.

The devices I used were PC and an iPhone and both had an error message saying I didn't filled it out correctly. I know I'm doing it right since I did the application before. My assumption was that too many people were applying and it crashed. But I could be wrong.
