I'm not saying there's something wrong atm. Since this is a news/suggestion thread I was just putting my input in regards to what john and fatal said. But, if there's a way to exploit it someone will find it. They always do.
My post can be misleading since it sounds as I was talking like those things were already in place.

As for Gang upgrades, maybe you can setup a different point system that would go directly to the gang itself. I don't think it's fair for a player to scam points off towering guilds and using them to upgrade their own guild. That would give no incentive to create basing competition.
The main way to exploit the system is with multiple accounts, so monitoring the number of players coming from the same location could be one way to dealing with the problem. Delteria says they monitor for multiple accounts during holiday dungeons to prevent players from getting multiple chests.
Needing to be identified to earn points can also help.

I like the idea of having to be identified to earn points, that would fix a lot of it. Don't you think? It takes a long time to make an email, unidentify from your old account, login with your new email, accept the login email, login, skip the tutorial, get to the base, join the gang.
It's a little late to make points gang-specific.

Maybe there could be a right for the leader to set to certain players to 'buy upgrades' or whatever, but these upgrades are only active when the player is in the Gang, if they are kicked or leave then this upgrade (say an extra slot) is then revoked and that player gets their Gang points back?

I don't think they should ever get their points back, but I like the idea of giving rights for permission to buy upgrades
