Where do you get the money to do all this? The top thing would need to be to seek out investors.
This requires actual scripters. You can potentially do this without additional investment, but it would be difficult and could reduce other sources of revenue.
These would require either planning and/or external cooperation. You didn't mention any plans.
A lot of people have their own vision of how Graal should be done, especially in terms of using old levels.
I wouldn't do either of these things because I think costs would exceed revenue, or overall revenue would be reduced (respectively).

Id add adds that sometime pop up on the map for some cash and make alot more packs like the guild house pack for money to advertise
