You can not have multiple bans on one account as far as I know, you'll have to contact support.toonslab.com about it because that's the only way to fix whatever is going on.

I'm going to close this thread because the answer has been pointed out, if you have an active IP ban then it is illegal to change your IP or use a VPN to bypass it.
