Instead of remodeling towns it would be more beneficial to finish towns already located in the off-map spots, because they could either remodel an already released town or put in the same effort but finish with two towns instead of one.

I don't think it would help much anyways, when players want content it's usually something that actually adds to the game play and adding a cosmetic town doesn't really do that besides offer a few minutes of exploration.
