Maybe set up a ban system like Zone?
Like whenever the frame rate (Most of the people that "hack" are amateur script kiddies that uses the frame rate slider on Cheat Engine or uses an application that can modify frame rates) goes up to a certain amount, past the regular amount, that's an auto-ban?
And yeah, on iOS, there's an app that either lets you increase your frame rates, or drop it below 0. So it will run veeery slow. Like -100 fps lmao

If the regular fps is 3, then auto-ban anyone whose frames is above 3.

Regular fps was historically 20; don't know if that's still the case. Speedhacking used to be reported when detected on RC (remote staff tool). I don't know if it is anymore, or whether it's consistently reported for all of the clients. Delay hacking seems to be another strategy people are using now based on when I played in spar today. I was still able to win a few times against these people, but probably lost more often. Regardless, it detracts from the game, and there are enough people on at any given time that there should at least be a GP online to respond.
