The only thing this does do is if the gay couple gets married, they must recieve full benifits for being married from jobs and the government and be seen as married.

There's also tax breaks for inherited money. Not sure all the ins and out, but gay individuals that left money to their significant other had to pay taxes because they weren't married. Not to mention their satisfactions as being treated fairly.
