Note that he asked that he will be happy to play his games on low settings...why not put that money on a better CPU and more RAM insted of going for a r9 270?

Because the majority of the performance is going to come from the graphics card. An i3 4160 is more than adequate for games these days and can be paired with faster cards like the R9 290 or GTX 970 no problem.
The R9 270 is faster than the 750 Ti which trades blows with R7 265 (Radeon 7850). After reviewing prices I would actually suggest a cheaper 270X over the 270 I selected.

I don't see why he should settle for low when he has the budget to make a build capable of playing games on significantly higher settings.
Another 4 GB of RAM is cheap if it's necessary.
