That way completely new players don't give input about a game they know absolutely nothing about.

Tbh some people with 200 hours are still clueless about many aspect of the game , if you ask me it should be for players with 500 hours or maybe even 1000
Just a heads up since ur apparently not eligible , not sure if this is the problem your having but what happened to me is that I could not see the apply button in the beta section as I play zoomed out , however when I zoom in and go back to the beta test I can then see the apply button....
In sure I'm not the only one with this problem as I have even re- dowloaded the app and ir Still happens
