I would be in support of a gralat lottery. Its a fun and fairly simple idea, maybe a drawing every month or so? Make a ticket cost 600 or so, and then the formula could be (tickets purchased x 600 x 2). Of course, that would be if you wanted to spice up the pot instead of just total money spent.

Either that, or you could have a limit of tickets you could purchase.

Definitely down for the idea. You could even use the circus as the location, to give the circus purpose besides balloons.
