If you see your character walking slowly, then it's your device.

If you are walking at normal speed and everyone is warping, then it's the server.

Or possibly your router, if you ask someone else and they aren't lagging.

But when the server has 3,000-4,000 people online, then it's definitely not your router that is the problem.
