The issue is most of the people populating Graal City aren't actually playing. They're idling/advertising. Giving players a reason to go to the other towns will stop active players from populating Graal City, but won't really do anything to budge the players who are already there. We just have to make sure we don't give players that are active reason to crowd up alongside the non-active players.

Maybe we can lure them away from it.
An achievement system that gives loot, maps, and/or gralats for exploration related things would be cool!
Ex: "putting villains behind bars" at the police station, "milking" the cow
Another possibility:
Can we make a designated place other than the city for people with code shop/mazes?
Perhaps there could be a rps hat that says code shop/enter house/maze/Ect. it could have several rooms and it should be somewhere easily accessible.
Also, it would be interesting if Graal city was a single player level for a day or two. People would want find other areas in which they'd actually be seen :p
