Um, since the country is pretty damn far from the server..and that's how internet works...it kind of is the country...
That's why every Aussie, Jap, Arab has this delay. It isn't due to the people's internet, they can probably connect just fine to things closeby, but Graal is in Texas right now, so the location definitely plays a role. Sorry to break it to you.

It may play a role but you cannot just blame the entire thing on your countries location.
