Random surprises could still be used for Christmas during gifting season since we can get a lot more prizes and content.
But like LIA said chances are not much hats will be there this halloween, some people prefer hats and some prefer other items... To satisfy everyone the best choice would be a shop where you get to choose your prize only for Halloween.  |
