How about asking the people who play the game about what they would want, opposed to just sitting there watching the game and implementing stuff that more people complain about than they do praise. Yes, broadcasting a global message asking people to submit feedback is an ineffective form communication. Possibly sending out a global message with one of those surveys like we received last week or creating a thread listing all of your'e ideas regarding what should be implemented in the upcoming halloween event could be result in a more enjoyable game. The graphics you (the admins) have added look pretty good, like the slide in onnet. Why is the lighting effect non-optional?

I'm assuming the reason they brought back this type of trick or treating was because last year a number of people complained about the system and wanted the candy ghosts and old trick or treating system back.
There's always going to be people who complain, no matter what (like you).
I for one am really enjoying this Graaloween. Especially now that I've sort of figured out how everything works and how to best collect candy and best utilize it. I'm having tons of fun. I liked last year's system, but I'm actually finding this year's to be a lot more fun.
I hope the devs know that for every one whiny little bitch like you, there are a hundred more who aren't complaining and who are enjoying the event.
Edit - There's one thing I saw mentioned in this thread that I agree with. I think ghosts (as well as trick or treaters and maybe goblins) should spawn in York town, snowtown, and (maybe) the railroad caves & big city. It seems like York town and snowtown are being phased out, and I don't really get why. Given the ever-growing player population, it would make sense to me for the map to keep growing, and to have reasons for people to go to these ghost towns (no pun intended). It would help spread people out more. This would be my one suggestion.
